How many Calories should this be? If I eat 4k to 4300 a day to bulk should recomp be at 3500-3700? And What about carbs, fat and protein on both workout days and non workout days?

Recomp I would suggest some cycling, based on workout days and non workout days. Go +20 on workout days, -20 on non workout days / cardio days. Eat around the time you are working out.
