Need Help With Order Problem

I ordered 1000 fish oil caps not long ago and just realized I received 250. I basically just saw a bunch of fish oil capsules and didn't notice that it was way less than 1000, because I don't commonly see small items in the thousands and had no perspective on it.

Who should I email, and is there any chance of getting money back or getting the right amount of caps sent? Don't know how these things work. Maybe 3 more bags of 250 to equal the cost?
