Scales that are accurate to within .1g are accurate to within 1/10 (one tenth) of a gram. One tenth of a gram is 100mg.
Scales that are accurate to within .01g are accurate to within 1/100 (one hundreth) of a gram. One hundredth of a gram is 10mcg (10mcg * 100 = 1000mcg = 1 gram)
Thats why .1g scales are cheaper than .01g scales. They are less accurate and less expensive to produce.
