Your doctor passed important test, so far he is an keeper.
Most doctors would tell you that you are good up to TT=247

There is not enough information to say that you are primary.
Actually, for now, I am doubtful (I have to say that).

So far it is inconclusive if you are primary, your testicles are not getting enough signal (LH, FSH).

If LH & FSH were high and you had this same TT, that would be Primary Hypogonadism.

But, your low (LH & FSH) indicate that there is a problem with pituitary.

Potentially, problem with bad pituitary is bigger than being Primary Hypogonadal.

Pituitary controls many functions, and if one function (LH, FSH) is suspect, there is always possibility that other functions may suffer.

Hormones of the Pituitary
The Anterior Lobe

Thyroid Stimulating Hormone (TSH)
Gonadotropins
Follicle Stimulating Hormone (FSH)
Luteinizing Hormone (LH)
Prolactin (PRL)
Growth Hormone (GH)
ACTH
Alpha Melanocyte-Stimulating Hormone (α-MSH)

The Posterior Lobe
Vasopressin
Oxytocin
=================================================

At some point you may need to check all above hormones
and
do pituitary MRI to look for (most often benign) growth.

////////////////////
You have mentioned low $$.

At this point you should ask you doc for HCG, do good 2-3 months trial with it and see what it would do.

HCG-250iu (EOD) EveryOtherDay

2-3 months latter get these tests:

TotalTestosterone
SHBG
Albumin
Estrodial Sensitive
DHT
Hemoglobin
Ferritin

==================================================
Make sure that you do not waste money of FreeT test.

Ask your doc to use this chart

http://www.andropause.org.uk/nomo_tas.pdf

On that chart you want to have a minimum of FreeT>160

But even if that is what you will have, it may be too low.
If you are in need to get more testosterone, you will have to use injections.

We will cross that bridge when we get there.

Good luck.
