It's been suggested that Peppers' unusual appearance may be due to malformation of the cranium caused by a branchial arch condition such as Apert syndrome or Crouzon syndrome.

Judging by his childhood pictures it looks like he's had the condition since he's been very young.

can you imagine how hard it would be to live with this condition in the real world let alone being the butt of internet jokes.

it seems he was convicted for groping a nurse as he's wheelchair bound however it's maintained that he was just trying to get her attention and that's how his picture got on the internet in the first place - through the Ohio Electronic Sex Offenders Registry.
