you could try VLC media player, it's free - Invalid Link Removed

it has a snapshot option, here's a screenshot to show you

Play the dvd in full screen or largest size available, and pause it where you want than hit
Ctrl+shift+alt+print screen
then hit
Ctrl + C
open up paint hit
Ctrl + v
then just crop out what you want.

VLC is the one I found...sorry I haven't replied soonier. Didn't yeild the best quality, but a girl at work just needed it for our intra-office newsletter.
