Civilization the Game (Help Needed)

i have been a Civ fan for a long time now. i started playing when civlization 2 came out. I am now playing Civ 4. after i beat the game and it ranks me on the scale of world leaders form history, i believe dan quayle is at the bottom and maybe Lincoln is the best, i am always rated low as ****. i am always rated as dan quayle or maybe the guy above him. what the hell is up with this ****. i have had military victories, space race victories, cultural victories all with the same result. can anybody point me in the right direction here?
