its a politcal witticism, based on I am assuming the government monitoring calls and emails and such of all americans, so in essance everyone is a suspect.. There is something that came to light recently about them graphing peoples calls to spot patterns and such, also there is a program called ECHELON it monitors up to 3 billion email, phone, fax ,sattellite , and radio communications a DAY, and filters them for key words to sort out for further censoring.
