Phone records for sale?

Anyone remember how a short while ago there were stories about phone records being sold? Well I did a Google search already and there are millions of fake hyperlinks and new stories on the topic...but I need to actually help someone obtain phone records. The situation is that a friend of mine is missing and her mother received a single strange phone call that she knows was the missing woman calling, but the police and phone company refuse to do anything without at least one more call being made. So I figured I'd help them by finding a Website or P.I. agency or something that can get phone records to find out who called her.
Anyone who can help, please let me know!

In a missing person's case the police can get the phone records and it wont cost a thing. I take it a missing persons report has been filed and the phone message played for them?
