vinylcolor question

SEM Vinyl And Plastic Color Coat
I think would be what I am looking for. I have a costume I am working on and the vinyl is black and thats all they have and I need to make it baby bright blue or neon blue to match my pants and was wondering if any one could tell me if this is the right stuff?

I need to change the sides and where the shoulders are a different color. Not sure what it is made up of. I believe it is vinyl.
