dermatologist in the house?

i have a brown discolouration on the skin area of my shoulder/arm/bicep area ive had it for many years but not from birth, anyone know what it is? and if it can be treated? ive attatched an OLD pic (in which im skinny lol )

anyway all advice will be appreciated
