Signature Customizing

I may be posting this in the wrong place. I can seem to find information on this subject even though I have looked. Are only certain users allowed permission to post custom embedded links in the signature areas?

It mainly for reps. If everyone has links in their sig, it would be constant linking to everything and anything that I couldn't possible monitor.
