If she's a female, I would not recommend 11-oxo -or anything else hormonal - so, no, 11-oxo is not the safest - or best - thing for a woman.
There are plenty of non-stimulant fat burners out there, including but not limited to DCP, Lean Xtreme, Lipotrophin-PM, etc. - take a look around; there are plenty of them out there.
As far as "melting the fat off" - NOTHING is going to do this!
