use your hands as weights...press against your head and push against your hands

or hold weights against your head with your hands and lift them

Uh, the neck doesn't really require direct work. Shrugs, deadlifts, stuff like that will help.

You can also use a towel to pull on for resistance vs your hands.

you could take a towel with a short rope to create your own neck strap. Cut towel in half down the middle, roll it to create some padding, tie it off. loop a rope thru then thru the plate and bow tie or whatever knot you want. you have to hold it in place vs comercial neck straps but it worked in 'Nam.

Doing neck bridges will also strengthen the neck which, in turn may lead to a larger neck

Find some head straps online and connect them to a cable machine.
