How does this sound for a clean bulk?

Hello

A little about me first of all. I'm 25, 5'10, 216 pounds and I've been training for 7 years. I am looking to go on a clean bulk. My abs can be seen in the right sort of lighting, but I am carry a bit a excess body fat on the lower stomach and hip. I ideally wanted to cut, but I want to sort out a few weak body parts, mainly my biceps and shoulders so I'm looking to put on some lean mass, whilst staying around the same body fat.

A little bout my cycle history. I have done 3 cycles, they were:

Sust 250mg per week: 1-8
Nolva 20mg per day: 1-8

Sust 500mg per week: 1-10
Deca 400mg per week: 1-10
Nolva 20mg per day: 1-8

This is my plan for my 3rd cycle, would this be okay for my clean bulk?

Test prop 300mg per week: 1-3
Sust 750mg per week: 1-10
Test prop 300mg per week: 10-12
Nolva 20mg per day: 1-12

PCT will be Clomid 100mg per day for 2 weeks, then 50mg a day for a week, alongside 20mg nolva

Sorry about the long post, but could you guys also take a look at my diet? Feedback would be greatly appreciated!

8:30am - 4 weetabix, pint of skimmed milk, 46g protein
11:00am - 3 egg whites, 1 whole egg, tin of tuna, tablespoon of olive oil
1:30pm - New potatoes, tin of tuna
4:00pm - 23g protein shake
Post workout - 70g Waxy Starch Maize, 60g protein
7:00pm - Brown rice, 1/2 tin of baked beans, 130g chicken breast
9:30pm - 130 Chicken breast
11:30pm - 23g protein, tablespoon of olive oil

That roughly works out as 343g protein, 279g carbs, 62g fats, and around 3031 calories. I will be doing weights on M/W/F/ and 30mins of cardio on T/T/S. On my non lifting day I won't have the waxy starch maize, but will keep the large protein shake.

The sust will do you right. It is my all time favorite, I got great results on just 500mg per week. Lean muscle and good strength.
