I believe that you may be under a misconception. Bulking is relative to your diet. If you are in surplus you will be gaining weight.
There are various approaches to training that operate somewhat regardless of your diet. Low rep and heavy weights are usually more geared for strength training. Low(er) weight and higher reps is a hypertrophy training. Most used a TUT approach when using this method. Both stimulate different muscle fibers resulting in different response and result. Size is usually achieved with a hypertrophy and strength with strength geared training. Some use a hybrid of both with some very good results.
