What is better for the muscle when it comes to the pump? Is it better to have a pump of more blood or a pump of more water/fluid? Doesn't water carry more nutrient then blood?

How do you differentiate between the two? Increased blood flow and blood pressure results in excessive filtration of fluids into the interstitial space. This elevated fluid in between the muscle cells yields the pump.

well i asked this becuase i was deciding if i should get a Pre workout that has Glycine in it or one that is more Arginine. Because Glycine will send more water into the muscle cells while Arginine will send more blood. i was just wondering if one will be more beneficial to muscle growth.
Blood is 70% water, but you still won't be able to differentiate between the two. Nevertheless, the importance of the pump is highly overvalued.

Ahh..i see. Well, intercellular water concentrations can induce cellular swelling, and by that means may increase growth. But that is intercellular water, not INTRAcellular water (as you would see with NO induced pumps).
Trimethylglycine (betaine) has strong osmotic effects (pulling water into tissues) and therefor may be a viable supplement for the purpose of increasing cellular swelling.
