You take flexed and unflexed measurements, but most of the time measurements are flexed.

When you take measurements, do you flex or are the muscles relaxed?
Relaxed. You can also do a measurement flexed re biceps if you want to compare this (if you do, note that it is flexed), but all measurements should be relaxed/UNflexed.

Every biceps measurement I have seen taken has been flexed.

Measurement is way to track progress. As long as the measurements are reliable, it doesn't matter how you do it.

If you are that picky, you can do flexed and relaxed.

If its just so you can see your progress than it doesn't matter as long as you do the same thing every time.
