High rosavin rhodiola?

Is it possible to get a bulk rhodiola product that is standardized for more than 3% rosavins?

Not to my knowledge. The top two commercial extracts (WS1375 and SHR5) are not higher than 3%.

You want a combination of rosavin, salidroside and tyrosol ideally. Rosavins by themselves were shown to be inactive https://www.ncbi.nlm.nih.gov/pubmed/18054474

Higher rosavins seem to be more stimulating so that's why I was asking. I wouldn't take rosavins by themselves. I was just curious about that.

Yes, it is possible, and there are many brands that are standardized for higher. 5% is pretty common. However, it is the opposite in terms of energy. Higher rosavins are more sedating and relaxing and higher salidrosides are energizing and increase dopamine levels.
