regular hand lotion and clen?

I know the typical application of topical clen is using some sort of fat burner topical like dermatherm target or eviscerate or whatever.

Since typical hand lotion is designed for local moisturizing, would it take the clen with it into the skin?

Different carrier and the clen won't penetrate the skin.

If the ingredients in the lotion penetrate the skin, why wont clen?
