If you have paypal you should have a credit card.

You can ask your bank to issue a debit card; a card that subtracts directly from your account.

If someone is really strapped, I have some credit I can transfer you so you pay me via paypal, but this is only a favour for one or two people. First come first serve.

Perhaps you can make it an option to ONLY be able to purchase Gift Cards with paypal?
