I'm 195 6ft tall with 17% bf. I want to be between 205 and 215 with bf<14%. I was told to cut my bf first, what do you guys think.

To give you reason as to why I said that if you feel uncomfortable with my suggestion;
once you have lost enough body fat to make a fair decision of how much LBM you have, it's much much easier to bulk.
