As mentioned, physique competitors wear long shorts, so leg development plays no role in judging. In most shows, competitors are allowed about 15 seconds on stage for a front and back pose (no blatant flexing). They used to allow side poses as well, but it's not common at larger shows anymore. It's an easier look to attain, as the amount of muscle needed to be competitive at the regional level is minimal compared to bodybuilding (being "too big" will count against you). Having a nice smile and good hair helps too (seriously).
